Conflict with Ukraine in December 2025: attention, support for Russian armed forces, ideas for negotiations, and opinions on the US peace plan

In December, about a half of the respondents followed the situation around Ukraine more or less attentively. The level of support for the actions of the Russian army remains high. Two-thirds of respondents support transitioning to peace negotiations, while the share of supporters of continuing military actions has decreased to a quarter of respondents. Half of the respondents do not believe that the US attempt to achieve a peace agreement will be successful, while slightly more than a quarter say the opposite.

In December 2025, half of the respondents (49%) followed the situation around Ukraine “very carefully” or “quite carefully”, a third (33%) followed without much attention, and 18% did not follow at all (an increase of 8 p.p. from May 2025). The level of attention to the situation around Ukraine has not changed significantly over the last 4 months.

The most attentive to the events were men (53%), older respondents (65% among those aged 55 and older), residents of cities with a population of up to 100 thousand people (56%), those who believe that things in the country are going in the right direction (54%), those who approve of V. Putin’s activities as president (52%), and those for whom television is a source of information (58%).

Less attentive to the situation were women (47%), youth under 25 years old (23%), residents of Moscow (43%), those who believe that things in the country are going the wrong way (36%), those who do not approve of V. Putin’s activities as president (37%), and those for whom Telegram channels are a source of information (46%).

The level of support for the actions of the Russian armed forces in Ukraine remains high – 73% (including 42% definitely support, and 31% rather support), however, it has been declining in recent months (down 7 p.p. from May 2025). 18% do not support the actions of the Russian Armed Forces in Ukraine (9% definitely do not support, 9% rather do not support), the share of such respondents has increased by 5 p.p. from May 2025.

The level of support for the actions of the Russian Armed Forces in Ukraine is higher among the following groups: men (77%), older respondents (78% among those aged 55 and older), residents of cities with a population of up to 100 thousand (76%) and from 100 to 500 thousand (77%), those who believe that things in the country are going in the right direction (83%), those who approve of V. Putin’s activities as president (79%), those who trust television as a source of information (83%).

The level of support for the actions of the Russian Armed Forces in Ukraine is lower among the following groups: women (68%), youth under 25 (61%), residents of cities with 500 thousand or more people (67%), those who believe that things in the country are going the wrong way (45%), those who do not approve of the current president’s activities (35%), those who trust Telegram channels as a source of information (70%).

The share of those who believe that it is now necessary to move to peace negotiations has grown in recent months and reached two-thirds of respondents (66% in December, up 4 p.p. from October 2025), thereby repeating the maximum values for this indicator, previously recorded in August this year. At the same time, the share of those who think that military actions should be continued is declining – to a quarter of respondents (25%, down 5 p.p. from October) – this is the minimum value for the entire observation period.

The share of supporters of peace negotiations is higher among women (71%), respondents under 40 years old (74%), those with secondary education and below (72%), rural residents (72%), those who believe that things in the country are going the wrong way (80%), those who do not approve of V. Putin’s activities as president (80%), those who trust social networks as a source of information (75%).

The share of supporters of continuing military actions is higher among men (32%), older respondents (32% aged 55 and older), respondents with higher education (29%), Moscow residents (40%), those who believe that things in the country are going in the right direction (30%), those who approve of the current president’s activities (27%), those who trust television as a source of information (30%).

Half of the respondents do not believe that the US attempt to achieve a peace agreement between Russia and Ukraine will be successful – 51%. On the contrary, 28% of respondents think that the current US mediation will be successful.

More often than others, youth under 25 (33%), residents of cities with population from 100 to 500 thousand (33%), those who believe things in the country are going in the right direction (31%) think that the US attempt to achieve a peace agreement will be successful.

More often than others, older respondents (52% among those aged 55 and older), Moscow residents (61%), those who believe things in the country are going the wrong way (55%) think that the US attempt to achieve a peace agreement will not be successful.

METHODOLOGY

The survey by the Levada Center was conducted December 11 – December 19, 2025, among a representative sample of all Russian urban and rural residents. The sample consisted of 1618 people aged 18 or older in 137 municipalities of 50 regions of the Russian Federation. The survey was conducted as a personal interview in respondents’ homes. The distribution of responses is given as a percentage of the total number. The data set is weighted by gender, age, level of education for each type of settlement (large cities, medium cities, small towns, villages) within each Federal district independently, in accordance with Rosstat data.

The statistical error of these studies for a sample of 1600 people (with a probability of 0.95) does not exceed:

3.4% for indicators around 50%

2.9% for indicators around 25%/75%

2.0% for indicators around 10%/90%

1.5% for indicators around 5%/95%
