Nine out of ten Russians would not like to move abroad permanently, which is the highest figure in 35 years of observation. Young people and opposition-minded citizens are more likely to move than others. The main reasons for moving, according to respondents, are an interest in another culture, a desire to provide their children with a decent future abroad, and the economic and political situation in Russia. Respondents most often name the United States, Spain, Italy and other European countries, as well as South Korea and Australia, as the destination for their relocation. Almost every fifth respondent has relatives or friends who have left Russia in the last two or three years. The attitude towards those who left Russia is ambiguous: some consider them traitors, while others say that they want to achieve more abroad.

Only 9% of Russians would like to move abroad, this is the minimum figure for the entire observation period. There are several more such people among the youngest Russians, but even here the number of those wishing to emigrate has more than tripled in three years. The reasons for emigration are primarily the desire to provide children with a decent future, the political and economic situation in Russia, as well as interest in another culture. Among the areas of possible emigration, respondents more often name the United States, European countries and Turkey. One in six of the respondents among their relatives and friends have people who have gone abroad for permanent residence in the last 2-3 years, this proportion is higher among oppositional citizens. A negative or neutral attitude prevails towards those who have left.

A fifth of Russians (22%) said that they would like to go abroad for permanent residence, 77% – that they would not like to. The share of those expressing a desire to leave has increased over the past few years – back in 2017, it was 15%. In 2021, this indicator reached the level of 2011-2013.
